CARLOS ANGULO DELGADO

Graduated in Law from the Complutense University of Madrid in 2004 and obtained a Master’s in Intellectual Property from Carlos III University of Madrid in 2006, he has been a partner at Villar Arregui since 2010. His work at the firm encompasses both Public and Private Law, conducting legal proceedings in civil, criminal, and administrative contentious jurisdictions, as well as providing legal consulting, particularly in the audiovisual, telecommunications, transportation, and public works sectors.

Carlos has been advising several of the most representative national companies in the audiovisual, telecommunications, and transportation sectors for over 15 years and is recommended as a lawyer by the directory Bestlawyers.com in the area of practice Media Law in Madrid since 2019.

In the field of teaching, he has been a speaker in the Advanced Program on the Legal Framework of Telecommunications, Television, and the Internet at the Instituto de Empresa and has published various articles in the Wolters Kluwer Litigation Yearbook, La Ley Publishing.

Has participated in numerous regulatory projects across various sectors, primarily in Telecommunications, Audiovisual and Radio Broadcasting, Energy, and Transportation. Additionally, it provides services to both private and public companies and advises various entities on regulatory policy matters.

Furthermore, this department mainly performs the following functions: comprehensive advisory services for companies providing services in areas regulated by the Administration (transport, telecommunications, television, energy supply, postal services), consulting on business projects that require some form of administrative authorization, drafting regulatory proposals, as well as analyzing the legal situation of companies linked to any economic sector and proposing actions. In carrying out this last activity, proposals have been developed for the current Railway Sector Law and its development regulations (INECO, 2001-2003), the regulation of the Audiovisual Council of Navarre Law (2001), the Telecommunications Planning for the Balearic Islands (2004-2005), the proposal for the content of the Telecommunications and Information Society Law of Catalonia (2004), the Integrated Water Cycle of the Community of Madrid (2007), the Central American Intermodal Transport Agreement (World Bank, 2005), the High-Speed Railway Project of Hungary (World Bank, 2007), the Law on the Information Society of the Republic of Colombia (USAID, 2006), and the Transport Law of the Community of Madrid (October – December 2007).

Within this department, VILLAR ARREGUI ABOGADOS also advises its clients on various community-related issues. The Public Law and Regulation Department provides the best legal advice regarding community policies in energy, transport, audiovisual, telecommunications, and new technologies. In fact, it has even participated in the European Commission project “Strengthening Regulation / Enforcement of Telecommunications Acquis” for the adaptation of legislation in the Czech Republic and Bulgaria (2002 and 2005) to Community Directives, prior to their entry into the European Union.

This department has drafted legal and regulatory text projects that align Spanish law with Community law, as well as projects for legal and regulatory norms in state and regional areas, especially regarding telecommunications, television, Internet, the electricity sector, and the transportation sector.
